Louisiana Health Technology - Wednesday, March 19, 2008
The Louisiana Rural Health Information Exchange, in conjunction with the Louisiana Rural Hospital Coalition, Inc. (LRHC) and Louisiana State University Health Sciences Center in Shreveport (LSUHSC-S), today announced the selection of an integrated platform provided by the collaboration of four leaders in open systems and interoperability standards to realize their vision of a federated, patient-centric regional eHealth initiative. Carefx, CA, IBM and Initiate Systems will deploy and maintain a secure and reliable infrastructure for the timely and accurate electronic sharing of clinical information between community providers in North Louisiana and the LSUHSC-S. $1.5 Million Grant to Establish Health Information Network in Pointe Coupee Parish - Wednesday, March 19, 2008
The rural parish of Pointe Coupee will soon have a more advanced electronic network of medical information than most other areas of the state. Thats because funds awarded this week through the federal Department of Health and Human Services are being used to establish a health information technology network in the Pointe Coupee Parish area. LaRHIX Mission
  • To maintain an organization, known as LaRHIX, that will support Louisiana's health information technology initiatives in rural areas.
  • To develop and maintain the LaRHIX portal that is a health information system which operates over the Internet and enables health care professionals to access medical records from any provider database that is connected to the network.
  • To promote the adoption and utilization of electronic health records among providers in order to make the records accessible to providers, patients and other autorized persons via the LaRHIX portal.
  • To provide a Health Information Exchange for the 24 RHC member rural hospitals north of (and including) Bunkie, LA in 5 years.
  • To minimize time patients requiring specialty care must spend away from their family and home by providing interconnectivity between rural physicians and LSUHSC-Shreveport specialists.

About LaRHIX
  • LaRHIX has been formed by the Rural Hospital Coalition through $13M in funding provided, through LaDHH, in the 2007 Legislative Session.
  • LSUHSC-Shreveport hosts and technically supports the "Network"of LaRHIX
  • LSUHSC-Shreveport also serves as the tertiary care site for all 24 of the rural hospitals in this Exchange

LARHIX Capabilities
  • Telemedicine hardware and software deployed between LSUHSC-Shreveport and all 24 hospitals, enabling LSUHSC physicians to consult and treat remotely
  • 7 initial hospitals provided with complete HIS (Hospital Information Software) Systems to enable them to electronically connect and exchange patient data
  • Real-time physician portal that provides physicians with the ability to Log-in just one time (Single Sign On) to access patient records throughout the LSUHSC-Shreveport and rural hospital community.
  • Architecture delivered as a “Web Service”via the Internet–Provides enterprise security and privacy, Identity Management and “single sign on”
